Targeted Regional Permanency Center

Background: Targeted Regional Permanency Center or TRPC started as an innovative New York State initiative. The State of New York realized that the Guardianship and Adoptive families did not have any supportive programs to assist them. Now, for Adoptive, Guardianship families of Ontario, Seneca, Yates and Orleans County we have a supportive program just for them. This program is offered to any Post Adoptive, Post Guardianship and now as of March of 2024 we are not serving kinship families as well.  We are a grant funded program thru OCFS. This program is run through Catholic Charities of The Finger Lakes.

 

Goals:

The program goal is to strive to improve safety, sustain permanency and promote the wellbeing of the whole family. Ultimately, our program strives to minimize future disruptions while assisting the family in reinforcing and supporting permanency.  We enroll and work with Adoptive (foster care adoption, private adoption, international adoption, and Guardianship; including KinGap and now kinship families where include both formal or informal custody.

We help families cope with numerous challenges that the children and parents are facing. With children, this could include but not limited to: fear, grief, anger, self-esteem issues, multiple placements, attachment issues, and trauma. Parent, caregivers or relatives which this could include but not limited to disconnectedness, emotional issues, asked inappropriate questions, acknowledging birth parents, parenting issues, trauma, etc. 

 

Services that TRPC offers:

  Home case management: we conduct home visit with a case worker in the family’s home to provide a level of comfort the family. We design the home visit based on the needs of each individual family. 

Assessments: We will do a family needs assessment and an ACES trauma assessment.

Support Groups: We have monthly support groups based on the needs of the families. Offering a network system for our Adoptive, Guardianship and Kinship families to come together to have a place where they can talk about issues or strengths that they all have in common. Support group also include Educational and family engagement groups both in person and virtual.

Referrals: We will refer to community agencies based on the needs of the families and follow up on those services with the families.

Advocate:  We will advocate for the families and teach them advocacy skills as well.

Educational support:  We can attend education meetings, IFSP, CPSE meeting, doctor appointment, parent teacher conferences, counseling to name a few with the families. We do not transport but can attend as a support to the family.

Eligibility:

Families must reside in Seneca, Yates, Ontario or Orleans Counties.

The Family must have their Adoption or Guardianship Certificate, formal or informal custody paperwork.

This program is not income based.

There is no time limit for our services. The Family could have adopted 1 week ago, 6 months ago, 8 eight years etc. Children must be 21 or under to qualify.

We are not involved with Permanency planning.

We are grant funded so can work in collaboration with any other program the family is already enrolled in.
